It's occuring 4 years after the events of Skyrim, so yeah. The war's pretty much over, though. As stated before, Claudius Mede, grandson and heir to the late emperor Titus Mede II, granted Skyrim independence in exchange for a mutual defense agreement. Skyrim maintains political and religious freedom, and Cyrodiil gets an ally against the Dominion.
