What's the limit of how many powers and weapons can each character have?

I'd say one main power (Like Aety's light manipulation) And one minor one (Teleportation, water breathing ETC.)


Weapons I'd say, logically, however many your character can realistically carry. They can't have twelve swords, for example, because they'd have no room to place the sheath for each of them. It's really just logically deciding on what you think is the right amount.
