That's honestly up to you. I just assumed he communicated through his many grunts, and yet everyone understands him like he was speaking complete sentences lol

Toon Link can talk, though I usually imply it. If he has dialogue, it's typically words he's actually said in Wind Waker ("'Hoy!" "Hey!" "C'mon!") or the situation is so serious, or funny, that he must say something! My IC reason for this is T'ink is self-conscious about his accent.
