depends on the strength of gravity. powerful attacks will only be able to be controled for about 10 seconds whereas ones that take less strain such as eliminating gravity or a weaker pull like just changing their direction of gravity (vertically or upside down stuff like dat) around a group or objects will be able to be controlled for up to a minuete

Backstory: He can't really remember who he is or what he did in his past. He knows that he's angry- angry at the world, the people, the heroes. He wants revenge, but he doesn't know what for. And he wants to see the world burn. By snapping his fingers, he can make a spark, which ignites about anything that is and isn't supposed to burn.
Phoenix was in prison for attacking civilians on the street because they "looked at him funny"
