ok. i meant this: i'm creating some sort of villain/entities that are pretty badass but can kill everything, but they're contained. it's like the SCP universe, or something based around that, just filled with OC's. it's something that i'll probably work on for a while, but i just need stuff to fill it with, lmao. honestly, i don't know how to better explain that. i hope that cleared it up.

Well you might want to explain what the setting is, otherwise how do people know what kind of NPCs to make?

I mean, I'm not entirely sure here, and I can't speak for everybody, but I can't imagine that people are going to be queuing up to make characters for you to use. This is more your job as a GM, assuming this is going to be an RP you're GMing. You might get some bites but you have to make it seem attractive or at least comprehensible to people. Why should they help you? What is interesting about the setting? What will they get out of this, creatively or otherwise?

It feels weird having categorizations that seem relatively arbitrary (Sociopathic, psychopathic, insane etc.) while having nothing between city killer and country killer, as there probably would be some level between that.

Also, how does the world defend itself from these tier x monsters?
