Im wondering how often do we need the Council, arn't they just giving missions or somthing?

Events begin at the end of Volume 4.

All the canon Huntsmen/Huntresses have been imprisoned by the White Fang.

The council (which are all NPC's) have founded a new school in New Beacon to train new recruits to defend against and eventually retaliate against them.

Sierra Khan, many Faunus from Menagerie and her followers from the White Fang have joined with the council. They are tolerating the humans only for Ghira's sake.

Council members:
Oscar Pine/Ozpin
General Ironwood
Winter Schnee
Sienna Khan
Ghira Belladonna

Positions to be filled:

Hunter:
Deputy General of the Foundal Army
Teachers (Max 3)
Students (Unlimited)

Non-Hunter:
Support personnel (shopkeepers, children, soldiers etc.)
