Revolt!
The Rockets were said to have disbanded twice. The first was merely a rumor spread to give their former leader, Giovanni, time to get his head straight. Unfortunately, despite their efforts, he walked away from that life of crime and left the gang in discord, a confused mess rotten to the core, spread out across Johto and Kanto with various bounties on their heads. Years passed, and many other groups tried to mimic the climb to a renowned name like Rocket, all preaching with seemingly altruistic intentions from ridding the world of pokemon, expanding the land and sea, to elimanating man kind. All inevitably failing as young heroes banded together and annihilated these evil doers, with help from the glorified leagues and champions. Some gained the sympathy of the public, those who were sick of the animals, young trainers and battle fanatics, or who preferred land to water, perhaps even a clean slate pertaining to a new universe entirely - but none of these organization's pursuits went past maniacal ramblings and some property damage.
All of these foolish organizations gave one in particular time to recuperate. Years after Plasma's attempt to separate humankind and pokemon, and Flare's maniacal Lysander failed to take matters into his own hands, the world was at peace, and uprisings were but a story told by the previous generations to keep the younger ones in check. But some were anticipating this harmonious silence to be their very undoing, and those few that dared to question the peace against others disdain and mockery, couldn't have been more accurate.
The Rockets took their time, building up a loyal army by recruiting the nastiest of souls from underneath the table, infesting bases and tunnels with upgraded technology and trained animals, and sending double agents into the heart of what kept the world spinning 'round - the league, frontiers and contest halls of Kanto. When the signal was given, a high pitched frequency that swept over the nation (an endeavor they'd tried before, but failed miserably in spite of) not only disturbed all other channels, but initiated the start of an unforeseen, brilliantly crafted nightmare. From within their own walls, our beloved champions, elite four members and world renown battle fanatics were forced to submit by gunpoint, and were then given a choice: Pledge your allegiance or hand over your pokemon and become an expendable, no name citizen like everyone else. Some fought, and were brutally reminded that animals were at a disadvantage with machinery. Others left their glory behind and retired to hushed corners of their hometowns. Once the league was under their authority, the Rockets only had brats on a heroic streak to deal with, occupying them with grunts whilst they gradually took over neighboring nations, occasionally uniting with the foreign and notorious for extra man power, and greater influence. They had succeeded in their endeavors for a new world order, and inevitably sent the nations into states of despair, depression and utter chaos.
Police departments were decimated, black markets on the rise which means an increased presence in bounty hunters/smugglers; as the pollution of constant, sped up industrial work and disregard for the environment continues various species have become critically endangered, some even teetering on the brink of extinction, some in particular being Kanto natives: slowpoke, eevee, porygon, abra, dratini, kangaskhan, togepi, ditto and starters. Pokemon have gone from beloved partners and pets, to over worked energy sources and underground match pawns, pitted against each other to the death; some's only purpose are to become fur coats and scarves for the scummy high class that's taken a shine to this new authority, while others are forced into mass breeding in farms riddled with negligence and abuse. Crime rates are consistently increasing, the streets are no longer safe, professors have been forced to put their minds towards the pursuits of evil, and gyms crumbled as trainers became scarce and opposition drastically overruled them. Schools even have an initiation program against the pleas of disturbed parents, 'enlightening' and furthermore persuading kids to join the Rockets for the sake of 'uniting the nation, and protecting it from devastation'. You now have to be of age, obtain a license, and pledge your allegiance to the organization if you want your own pokemon, which usually falls in the category of starved zubat, poochyena and the occasional zigzagoon, rattata or voltorb. Those who oppose are outcasts, either executed where they stand or mysteriously vanishing the following night, sometimes in less discreet manners to remind the public what they're up against.
Other nations have spent so long deciding on what to do, they're unaware (even with beefed up security and consistent alert) their perimeters have already been breached, and it's only a matter of time until their own communities are overridden and ultimately destroyed in the name of Team Rocket. Not to mention the legendaries are at risk when evil gains this much power, while some are hidden others may have already become victims.
However, there are some brave hearts who oppose these fiends who've ravaged the lands and ruined traditions. They're a gradually increasing congregation of rebels, diverse in both skills and character, always hidden from view, though they have eyes everywhere. Kanto, and quite possibly the world's lst hope, although that weight rests lighter on some shoulders than others. They're watching the take over with tried patience, honing their skills, strategizing and formulating a plan that will end this reign of terror and restore solitude to their beloved nations. They're rather young for the most part, but well versed in the methods of battling, be it by acquired gym badge collections, silver conference trophies or parental units playing roles in the superior frontiers. All members have to work in secret 'lest they be found and all their efforts merely a memory. Each individual has their own reasoning for joining, be it they're seekers of justice, just want their world back, animal activists, really wanting to fight, or lost someone dear in this battle; one thing's almost for certain, this group is close knit and vying to fight back.
