Perhaps in the future we could possibility implement him when a HIGH crisis situation occurs and it would make sense for him to be there.

Nah you'd have to introduce him early enough to grow to be a proper legendary when the crisis happens. Cause the zygarde from x and y is the 50% one, not base.

It is unlikely he would even appear in 50% form with no crisis occurring. Right now the multiple factions are serving to balance the world so he isn't a needed deity. At the moment.

You could introduce him pretty early with him being much weaker, about the strength of a normal Pokémon, (if you wanted, just a thought)
