I wasn't specific enough. You can't play as a legendary unless you're playing a teacher or other faculty member. Those ones have their own list. The list at the top is for legendaries you can have as your character's parent if you decide you want your character to be a legendary's child.

The irony here is that the Pokemon named Blaze is the only one that doesn't have the ability blaze.
