Sunao just finds it weird that, if it were a situation where the villain was actively doing something harmful towards others, telling him 'oi don't do that you big bloke that's evil' rather than deck him in the face (or rescue the people in danger) first is kinda silly.

Toshiro, even without knowing Zella's quirk, wouldn't believe she'd do something without a solid reason. He simply is looking at the angle that she had a plan and was enacting her own version of heroics when faced with a villain. He doesn't believe that a hero can be defined so easily, that much is clear.
