should I be quoting who I am replying to? I noticed some people do and some do not.

Quoting or tagging works fine though you don't have to do so.   I find quoting helps me when writing up a response, especially when other people post while I am working on an answer.  As for tagging, it is easier and faster to get someone to reply to you that way when they receive notifications and lets the RP people know as a whole who you are specifically responding to.  @JayOokami
