From my understanding from Wizard. They aren't per say evil as they are morally vague. This is because the villains while evil and basically allowed to do what they like also prevent crime by basically making the villains/evil-dorers compete for resources, territory and rankings. This competition makes it so even organized crimes or gangs unrelated to the show have a harder time making their own established operations. This may cause some groups to become hired by the super villains and put on a show rather than just working in the criminal underworld or making profit without the corporations being involved. Control the whole thing and keeping the peace all with a money operation behind it.
That being said, Wizard did say something about how there is still genuine criminals and super villains who don't work for the firm at all. In those cases then, the firms use heroism to profit.
