I would say yes to that, though some people have multiple characters and it could become a hassle to deal with later on! The way I normally do it is wait until at least 3~5 other people post after you to post again (depending on the # of players and characters, as well as time schedules), and definitely no double-posting unless it's for different characters and it's posted all at the same time (like what I'm gonna do with the opening. A conjoined post, if you will)!But the limit is 4, so that wouldn't be allowed in the first place. 'Sides, it's 18 hours, not a week. lol.

One of your jutsu says it increases speed! Phayne actually has a similar situation, so I'll tell you the same thing I told them: with abilities like these, physical stats could be increased temporarily, but something to keep in mind is the limitations of being a Genin. For example, while using it Emi's speed could go [2 --> 5], but at the cost of some points in another category! You can actually see Phayne's CS for reference if you wanted to. But anyways, Emi is accepted!
I mean does all of it go? Like all stamina points get sent to speed. If so, if it went back to normal after the jutsu finished that could be OP. Since doing activity should lower stamina while doing so not restore it directly afterwards.
