The handsign-thing should be fine. It's just a subjutsu, other ninjas can make up for this lack of speed with technique variety or something I'm sure. I'm guessing that her speed will tremendously decrease when under substantial pressure? Kekkei Genkai, especially genjutsu is always so iffy in roleplays.

I'll set it up so Sora's character gets into squads. I'm setting up squads so that they'll have...'interesting' developments in them with all of the various personalities we have!
