Sorry, I don't think I explained enough. Tile I1 is ocean, I2 is grassland. I3 is unexplored.


I think there is more I haven't explained either. The things like platoon, city, siege engine, those are units, not civs. The hexagons at the side with Unclaimed next to them are civilization slots.
