Legitimately, I just imagine Tokutski walking casually by Heavens Man without a care in the world. And since my Villain doesn't go out of his way to commit crimes without reason, I'd imagine that Heavens Man or another Pro Hero like Psyren would not even notice who he was, until it was too late.
