First question being would we want to roll dice or keep it more freeform.
My idea for dice would involve just a d20 and whenever you want to do a notable action like say attack someone or pick a pocket. You roll a d20 and the higher the number is determining how successful one is.
Say to kill a attacking bandit is you need to roll 11 or higher. If you roll 13 you kill the guy but it took a moment. You roll 10 the bandit is able to parry your attack/ dodge. You roll 1 or 2 and the bandit probably hurt you or you tripped. Hit a 20 though and you are essentially God in that moment unable to fail.
I would let you know in posts and ooc what number needs to be hit or what a success or failure is.
If you roll 20 on a dragon on your 1st hit you won't kill it, but certainly wound it.
Free-form is more you write what you want and I'll react accordingly. If you write how you sneakily take out a bandit and it seems plausible or well written then you're probably successful.
If you write how you storm into the gang of enemies to behead and bisect them all with single swings then I'd probably write how bandits dodged and fought back.
