Diplomacy/Trade:

Military:


Reorganize the 100,000 troops into their respective Divisions (Should have 8 infantry divisions and 2 Calvary divisions), these divisions will be deployed to cities in order to maintain order for those that are facing "problems" from communist or criminals. Those found to be committing crimes are to be immediately arrested, or if needed will be shot if they do have a weapon on them and do not drop it when ordered to.


Economy:


1. Immediately stop the vast printing of the golds mark, order that the golds mark is to be only producing at a reasonable constant rate which will be  advised by Hjalmar Schacht (Also he will be asked if he would like to become the next minster of economics after the next election).


2. Promote and invest funds into the private industry and Auto Industries, and encourage the owners to hire as many workers as possible if they can. Production of goods and cars hopefully will help when they exported to other countries without the worry of high tariffs.


3. Begin a Infrastructure project in the Ruhr area, hiring anybody who is in need of working.

1. Finish constructing the Salamis BB and sell it to Greece for 2.5 million Gold marks

RESCUE IN IRKUSTK


After a breakneck approach to the recently captured city, a combined Japanese and Kolchak Loyalist force, made a raid of the city, in an attempt to save their former leader, Admiral Aleksandr Kolchak and his loyal minister Viktor Pepelyayev from imprisonment by the Bolsheviks. The skirmish began after what has been called the "Frozen Hell Sprint" as the 14,000 strong force left their trains for a surprise assault on the Siberian town. On the dawn of January 27th, several thousand Japanese infantry man attacked the eastern reaches of the town, with substantial reinforcements later that day, they managed to draw a great amount of the Socialist forces towards defending that area, establishing trench warfare in the snow. Half past midnight, on January 28th, a combined force of Russians and Japanese soldiers stormed the southern flank, catching the Bolshevik defenders off guard, and causing much of their formation to collapse. The area where the two men were detained was in the south of the town, and such, Kolchak and Pepelyayev were saved by the coalition force and, the attacking army retreated despite the tattered defenses by local Bolshevik fighters. The fighting seized on January 29th as the last of the Japanese infantry abandoned their trenches and retreated back to Japanese controlled territory. Despite the victory, more losses were accrued to the Loyalist/Japanese coalition force, in part by freezing conditions, attacking a defended position, and disregarding normal offensive protocol to seize the two important assets over competent fighting.  It is suspected that Kolchak and Pepelyayev have been given asylum in Japan.

Diplomacy/Trade:


1. Request a negotiation with the French to see if several companies/factories within the Rhineland could be returned to the German economy rather then being administered and controlled by them and taking the products as part of retributions of the treaty Versailles. Without steady supply of commercial goods or other useful products to sell in the open market, Germany will not be able to pay back the French or other major powers.

Military:


Immediately order six infantry divisions and two cavalry divisions with the units from the freikorps to be sent into the Ruhr to suppress the Communist uprising, the regional police force will do everything they can to give out tips or personally assist in assaults against the communist resistance. The force will be led by general Hans von Seeckt of the chief of staff, who will help coordinate the attack/suppression plans on the communist. The Communist will be given an immediate warning to surrender and drop their weapons, if they do so they will be personally met by the chancellor of the Weimar Republic and discuss the issues within the Ruhr area whether its about work conditions, pay and ect. If the leaders do not respond within six hours of the response, they will know what to expect and face the harsh consequences. But anybody willing to negotiate will be pardoned.


Economy:


1. Subsidize resources so that they may be afforded by other major companies and such to produce their products in a hopeful larger quantity. The idea is that if resources are cheaper in price then the companies will be able to purchase them with ease and quickly sell their products on the open market and save/gain money. That way they can afford to expand, invest, and hire more workers. By building more and selling germane products for higher and fair prices with the combination of low tariffs, then this should show a slighter improvement to the economy.

Diplomacy:


Refuse to sign the Treaty of Trianon in its current state. The treaty such as divides up the current state of Hungary along arbitrary lines. In doing so, it ignores cultural and ethnic communities. Large populations of Hungarians live outside Hungary's proposed border and as a result, will be subjected to whichever country their lands and afforded to. These circumstances are not favorable to the establishment of a new reformed Hungarian state nor is it favorable for continued peace in the eastern Europe and the Balkan states. USA insist that its original proposal made at the negotiating table be carried out. Each of the disputed territories hold a plebiscite to determine which country they wish to be apart of. The Austria-Hungary Empire is no more. Let us now mend the wounds of the great war, not set the stage for the next one.

Hold commissioning ceremonies for USS Tennessee.


Hold a large scale training exercise in the Pacific ocean. 2 Pennsylvania Class, 2 Nevada Class and 2 New York Class Battleships along with 3 Memphis Class Cruisers, 2 St Louis Class Cruisers, and 15 Clemson Class destroyers will form up in San Diego harbor. From there they will make a trans Pacific voyage from San Diego, to Pearl Harbor Hawaii, to Guam and then Manila Bay in the Philippines. Along the way, they will conduct gunnery exercises as well as practice fleet maneuvers undef combat conditions. The fleet will be accompanied by 2 Kanawaha class fleet oilers. Upon reaching the Philippines, the fleet will rest and resupply for a week before dispatching a squadron made up of 2 Pennsylvania class Battleships, 2 St Louis Class Cruisers and 3 Clemson Class destroyers to Tokyo Bay for the port call in Japan. 


The purpose of this training exercise is to keep the Navy's skills sharp as well as to show the American Flag over seas. The Fleet will remain in the Philippines for several weeks, making port calls in Japan, China and Malaysia. Upon completion of their mission, they will return to San Diego Harbor. 


Dissolve the National Army as per the national defense act of 1920. The US Army, Army reserve and National Guard will be reformed as three separate but related entities within the US Military. 


All national guard units that were called up for active duty in the Great War are released from their federal service and are to be returned back to their home states. The currently 2,400,000 strong national guard is to be downsized to a force of only 500,000 men


Hold another lottery to release 500,000 conscripts from their military service. 


Transfer 1 million men from the active Army to the Army reserve. From there, the Army reserve will be downsized to a force of 200,000 men. 


That should leave the active Army component with 1.6 million active duty personnel.

Chaos in Germany

In May of 1920 it will be known that Germany, fresh from her defeat by the hands of the allied powers in the Great War, violated France’s sovereignty in an act of suppression of violent riots in the Ruhr. Despite being justified in their actions, the Germans prior to sending a pacification force, did not request that France allow their troops to deal with the insurrection. Now France administrated Ruhr is in quite a chaotic state from the remnants of the Red Ruhr army and the local French overseers.


In response to Germany’s incursion into French Administrated territory, France has demanded the dissolution of the former Versailles treaty, and a complete new assessment done of the German situation. Its most supported proposal is a two state resolution, including large amounts of annexation by France itself. Britain has so far remained quiet on the matter, but is demanding a response by the German government as to try and defrost relations. What will happen next is still up in the air.


Disaster in Anatolia

A new offensive was started by Greek forces occupying the Greek dependency in Smyrna, as they tried to increase their holdings by committing an independent offensive into Turkey. Dedicating well over ten thousand soldiers and various equipment, it turned into a military disaster. A Turkish defensive contingent of similar size was waiting in the mountains near the border of the Smyrnan held territory. When the Greek forces were sent by troop train, they were halted by the Turkish force in the mountains.

The Greeks were quick to engage, believing they had the upper hand with their assortment of equipment, but were not able to use them effectively, due to the mountain setting. Although artillery support managed to provide cover and additional firepower to the Greek forces, the Greek decisively lost at the Battle of Salihi, marking the end of the short lived Greek offensive. An excerpt from the battle:​
Our soldiers had managed to create a western defensive line, only two kilometers west of the city in preparation for the assault. Despite two earlier defeats, resulting in minimal casualties, the men were of high morale, believing their superior weapons would be able to defeat the scantily equipped Turks. Our order of attack was to send an armored battalion in first, followed by an Artillery bombardment, followed by a clean up using Infantry units. When the armor launched their attack they were quickly outflanked and turned utterly useless within an hour, becoming defenses for the Turkish freedom fighters. The artillery fire was rendered useless without any proper scouting after the loss of the forward position, and the infantry attack was called off in favor of retreat. It was a humiliating defeat calling for the resignation of the general in charge.

The entire offensive comprised of only three engagements, two small skirmishes, and the battle of Salihi. The Greeks were forced to retreat, allowing the Turkish freedom fighters to advance ten kilometers west into Greek Smyrna. This became a great morale booster for the Turkish freedom fighters, and has caused mass riots in French, Greek, British, and Italian occupied territories.

Diplomacy:

Call for a conference to be held in New York regarding the matter of international and territorial waters. The United Kingdom, France, Japan, Italy, as well as Brazil, Argentina, Chile, Venezuela and Colombia are also invited. The conference is intend to put forth a series of international guidelines for the official establishment of national rights over waterways. USA proposes that the area extending from a countries low tide mark to 13 miles out to sea be established as its own territorial waters where the country can exercise exclusive rights to enforce its laws on the sea and act in national defense. The second proposal is for an area extending from the low tide mark out to 200 nautical miles out to sea, be established as an exclusive economic zone where in the nation has exclusive rights to exploit the resources location within said zone and defend its own economic interest.

Send a message to the German government requesting representatives from both governments meet in the German city of Munich to begin negotiating an official peace treaty formally ending hostilities between the United States and the Wiemar Republic.

Negotiate a deal with the Venezuelan government allowing US oil companies exclusive access to the Orinoco Belt region of Venezuela to prospect for and extract any oil deposits found in the region. In exchange for exclusive access, the Venezuelan government will receive a 5% royalty fee from each producing well going up to 10% after 50,000 barrels of oil have been extracted. Tactfully remind the Venezuelan government that the area has thus far not been prospected nor are there any other prospects forthcoming in the immediate future. By allowing US companies in to prospect for oil, they stand to gain a potentially valuable source of revenue. If the companies don't find anything, they will know where not to look in the future. President Gomez's generosity in this matter will not be forgotten by the USA.

Agree to sell the design for the Liberty Mark VIII tank to the Empire of Japan. The weapons will be omitted from the design. The price is 20% of what it cost the USA to develop the tank.


Internal Affairs:

Pass the Fortification Act of 1920. This act authorizes the expansion of US bases in the Pacific as well as establishing new bases. The act also reorganizes the Marine Corps fixed Defense Regiments into Marine Defense Battalions with 15 Battalions authorized for creation under the Fortification Act.

The Fortification act also extends the US territorial water line out to 13 miles to sea. This action will help the US Coast Guard impede smuggling operations, namely those illegally shipping alcohol into the country in violation of prohibition. It will also allow the USN to establish more extensive security zones around US naval bases.


Military:

TO&E for Marine Defense Battalions:

Marine Defense Battalions differ in size and composition from the usual Marine Corp units. Being defense oriented, they tend to be equipped with a larger number of medium and heavy machine guns as well as integrated artillery and anti aircraft batteries. The total strength of the Marine defense battalion is 680 personnel.

A typical Marine Defense Battalion has three rifle companies with 89 men each for a total of 267 Infantry. Each company is divided into three platoons of 27 men each plus an eight man headquarters section consisting of the Company Commander, Company XO, Company 1st Sergeant, 2 radio operators, and three runners. The platoons themselves are divided into three squads each consisting of 9 men. Two rifle squads and a machine gun squad. The rifle squads are lead by a Sergeant and are divided into two four man sections with a section leader, BAR man, and two rifleman. The Machine gun squad consist of two sections each armed with an M1917 water cooled machine gun. The sections consist of a gunner, loader, and two ammo bearers.

In addition to the rifle companies, each Battalion also had a Heavy Weapons company. Each Heavy weapons company consist of 107 men and is divided into three platoons plus the headquarters section. Each platoon has two machine gun squads each. There is also a third squad equipped with M1916 37mm guns. These guns require more manpower than a machine gun, thus the gun squad has thirteen men instead of nine. The gun squad is divided into two sections, each armed with a single 37mm gun as well as the squad leader. Each gun crew consist of a gunner, assistant gunner, tri-pod carrier and three ammo bearers.

While the Infantry Companies provide direct security and defense, arguably the most important part of the Marine Defense Battalion is its coastal artillery batteries. Each Battalion is equipped with three batteries, each one armed with two 5”/51 caliber naval guns. Each gun has a crew of ten for a total of sixty men. There is also an additional forty men who act as logistics support helping to move the guns and keep them supplied with ammunition during battle.


The Marine Defense Battalion also consist of three anti aircraft gun batteries. Each battery is armed with three 3”/50 caliber AA guns. Each gun has a crew of six for a total of 54 personnel.

The Battalion is also equipped with a service battery containing six platoons equipped with a search light. The Search lights can be used to illuminate ships at sea, search for aircraft overhead and also be placed to light up entire sections of beach that an enemy force might land on. The Battalion Service battery has a total of 35 personnel.


Each Marine Defense Battalion is commanded by a Lieutenant Colonel with a Major acting as executive officer. The Head Quarters company of the Battalion consist of Battalion command staff, an HQ security platoon as well as a reconnaissance platoon. The Head quarters section consist of 50 personnel including staff officers, radio operators, runners and orderlies. The HQ security platoon consist of a Heavy Weapons platoon consisting of 27 men. The special reconnaissance platoon is made up of forty men and perform special missions assigned by Battalion Head Quarters. They primarily act as coast watchers but are also trained to perform extended patrol missions and raiding missions on enemy forces. To that end, they are not equipped with any machine guns and are primarily equipped with BARs and Thompson SMGs. Altogether, the HQ company consist of 117 personnel.

The most basic element in a US Army infantry unit is the squad. A squad consist of 15 soldiers. The squad is lead by a Sergeant or Staff Sergeant and divided into four sections. Two four man sections acting as maneuver elements and two BAR sections consisting of a gunner and ammo bearer. The squad leader is usually armed with a Thompson SMG while the rifleman are usually armed with M1903 Springfield’s. However, section leaders may also be armed with Thompson SMG’s. The BAR groups are obviously equipped with Browning Automatic Rifles with the ammo bearer also providing support with his own M1903 Springfield.

Squads are grouped together into platoons. Each platoon is lead by a Second Lieutenant with a Technical Sergeant acting as his assistant. Each platoon is made up of three rifle squads, two machine gun sections and headquarters section. The Headquarters section consist of the Platoon Leader, Platoon Sergeant, and three runners. The machine gun sections are attached directly to the headquarters section. A machine gun squad section typically consist three to four men. A machine gunner, assistant machine gunner, and one or two ammo bearers. The Machine gunner carries the tripod and operates the weapon, the assistant carries the M1919 machine gun itself and feeds ammunition into the weapon. The two ammo bearers keep ammunition supplied to the machine gun and also provide additional security for the section. The machine gunner and assistant are both armed with M1911 .45 caliber pistols, one of the ammo bearers typically carries a M1897 Trench Gun and the other usually carries a standard service rifle. The total strength of the Platoon is 55 men.

Heavy weapons platoons are similar to infantry platoons but have more emphasis on medium machine guns. A Heavy weapons platoon is divided into three machine gun squads. Each machine gun squad consist of a Sergeant and two machine gun sections for a total of nine men per squad. Including the platoon leader, platoon sergeant, and three runners a heavy weapons platoon has 32 men.


A standard Infantry company is made up of three infantry platoons and a heavy weapons platoon. There is also the company headquarters platoon consisting of the Company Commander, Company Executive Officer, Company 1st Sergeant, four runners, and two field telephone operators. The field telephone operators are in charge of setting up direct lines to the Battalion headquarters. In total an Infantry Company has a total strength of 206 men.


Infantry companies are organized into Battalions with three companies per battalion. Each Battalion is commanded by a Lieutenant Colonel with a Major acting as his executive officer and Sergeant Major as the Battalion senior enlisted man. The Battalion headquarters is organized into a Company which consist of the Battalion related administrative personnel. The Battalion personnel officer (S1), Intelligence Officer (S2), Operations Officer (S3), Logistics Officer (S4) and Communications Officer (S5). Each officer having his own support staff needed for carrying out the Battalion administrative duties. The Battalion Intelligence Officer also commands a 20 man platoon specially trained for reconnaissance and patrol missions. Overall the Head Quarters Company has 80 personnel. This gives the Battalion an overall strength of 698 personnel.

Battalions are usually organized into Regiments with each Regiment having three Battalions. The Regiment also has a Headquarters company with 110 personnel. This gives the Regiment a composite strength of 2204 personnel.


Regiments are organized into Divisions. Each Division contains 4 Infantry Regiments. Divisions also incorporate separate artillery battalions. There are four artillery battalions per Division. Three battalions are armed with M1897 75mm guns with the fourth one being armed with either M1917 or M1918 155mm Howitzers. Each battalion has three batteries equipped with 6 guns each and manned by 150 personnel. Each division also has a Cavalry Squadron, one engineering battalion, one medical battalion, quarter master battalion, signal company and ordinance company. All in all, a typical Infantry Division has roughly 20,000 personnel assigned to the division.

Internal Affairs

—Instate new laws dictating the citizenship status of Koreans and Chinese in Japan and foreign territories. It is called the 外国人サーフ Law, it states that all Korean, Chinese, and Siberian inside the legal territory of Japan are to be regarded as second citizens to Japanese. If any Japanese citizen requires something of a Gaikoku hito sāfu the Gaikoku must give it up. Gaikoku can be arrested without evidence or charge if a Japanese soldier, officer, or policeman requires it. These will be instated on 1st January of 1921.

—Begin construction (Or already existing government owned buildings erected to be used) of Territorial Governor Palaces, Foreign Administrative Offices, and Barracks in the territories of Kwantung, Tsingtao, and Vladivostock. Fences, perimeter guards, and checkpoints are to be set up at the borders of each territory if not already constructed. Confiscation of all industry, including warehouses, factories, and plants of any kind are to be seized by the Japanese government, and auctioned to Japanese companies for domestic use only.

—For the next 8 months, a free ferry service will be provided to Russians, or any other nationality wishing to flee to the Russian Republic from Vladivostock will be welcomed. The Japanese

—Announce a delay in the re-organization of the Japanese military, and that it will be conducted in 1921 due to administrative issues.


—Form a new branch of the Japanese military, the ホームガード (Home Guard/IJHG) The IJHG will be tasked with defending Japanese territories, the Japanese home islands, and occupying Japanese held territories in foreign lands. Recruitment is to begin September for rosters up to 200,000 soldiers, In NOvember, if the roster has been filled, these men are to be pressed into three months of rigorous basic training. Following basic, they are to be giving one month foreign occupation/anti-insurgency training, and any specialists (machine gunners, vehicle drivers, etc.), will be given a month extra training for their specialty. During this time, Type 38 rifles, Type 3 machine guns, and Type 26 revolvers will be produced to outfit the entire branch, as well as uniforms, equipment, and proper paperwork. The branch will be fully operational April, 1921


—Hold a military exercise on the island of Maloelap.The operation will consist of a blitz attack using Japanese warships against the target vessels. They will target them, and destroy them, as their escorted troop ships prepare for landings. Once the “Enemy Fleet” is destroyed, the batttleships, cruisers, and destroyers are to bombard the island for three hours. Under the cover of large salvos the Japanese naval landing force are to prepare the assualt, and land on the beaches within half of an hour of the salvos seizing. Once the troops are landed, the shore bombardment will only be called in on the dummy village and fortifications not destroyed from the three hour bombardment.
