Honestly I don't know nothing when it comes to One piece, and probs won't try to watch/read it anytime soon, but I feel like if a villain is hated for being villainous, then that just means Oda wrote a character correctly. Villains are villainous, and do bad things, which would obviously cause outrage. Villains are either made to be hated, or made to be agreeable with.
