Righty-o, the Arbiters started out assaulting a compound under the control of a gang leader named Barzoi, but after my character, Gideon, found a nuke in the basement and no sign of Barzoi, everyone is now running the hell out of there. Meanwhile at an apartment building a little ways away from the compound and overlooking a neutral zone, my other character, Asher, found Barzoi sneaking into the building with a detonator in his hand and that's where we're at right now.

She wears a black hoodie, with a black military style vest, and black jeans. (Imagine Sparrow from Call of Duty, but outfit painted black). She has long brown hair as well, and deep blue eyes. Her looks can catch you off guard as looking innocent, but in her heart she has the ability to kill.

History:
Quiet and strong, she was an ordinary citizen before riots broke out. Coming from the middle class, she was sick and tired of hearing fights break out in the street. As more chaos broke out, she used non-leathal tactics to catch anyone who threatened her city, whether it would be low-life burglars or government officals. In her eyes, a criminal is a criminal, and will do anything to stop this chaos.
However, she was eventually caught and thrown out to the outer city.
Before she was thrown out, she hated these riots so much, because as a teenager, she lost her family-brother, mother and father due to a battle in the city. Before this incident, her parents made her do archery as a sport. This skill will turn useful later, but Taylor at the time thought it was pointless. While training, she was a top-notch archer in just about a year. Other people took 5+ years to gain the skill sets Taylor had at such a young age.
After the incident, she left no marks of who killed gang members and low life criminals. As shoddy as the outer city is, she still hunts for criminals and tries to protect the victims.

quiet until you get to know her. She is also a fierce warrior in the field.
Skills and abilities:
Can turn invisible for a short period of time. She is also skilled with bows and arrows. She has a compound bow, with primary color black, and hints of dark blue in it. She uses a multitude of arrow types, such as the standard arrow, an explosive tipped arrow, and a paralysis arrow. She also is trained in knife fights, but outside of that, hand-to-hand is not her forte. She relies on stealth, and is a very good spotter.

This would be a great character if the setting of the rp was in the city itself and not the outer city which is where we're all currently at. Maybe that'll change sometime in the future, but as it is right now I can't approve your character, not unless you edit her history a little. For one thing, the police don't operate beyond the city's wall. They used to, but it's all gang territory now which is why the Arbiters were formed, and Arbiters don't work like the police, or at least they don't have to.

Personality: Apollo is charming and talkative. His years doing police work and investigations has made him keen in the ancient art of speaking. He's very humours as a default and easy going to fault. Though he takes his work seriously he always leaves room for chance. Believing his gut is his best partner. He cherishes whatever friends he has but isn't over sentimental. Heven could loose everyone in a day, shed a tear then move on, this is the way of the world after all.

-Efficient in CQC both w/ weapons or unarmed
-Decent Pilot (Because of budget cuts several senior officers recieved aircraft training to operate once of the departments aircraft)

Both of these prosthetics look just like a regular limp and function just as well if not better. Offering a last ditch line of defense for armed combatants.

Apollo is a senior Investigator W/ the inner city police department. Because of the lack of man power and resources he has worked in conjuction w/ any and all police departments through Ishtar. This also applies to its personal working closely w/ several of the different cities inhabitants from low level thugs to even an Arbiter(not deputised). Though no PD exist in the Outer Cities, some cases have forced officers to go undercover or preform Raids on homes outside of there normal jurisdictions. (I saw your post of no PD in the outer cities, so I hope my adjustment makes sense and is approved. )

History: At a young age, Suyota's parents moved from Japan to Ishtar, as scientists for a quickly-growing company named Synthesis Laboratories, or SynLabs, a military science corporation that specialised in nanotech, cybernetics and weaponry, and that was in direct competition with Lapierre Technologies. With his parents leaving Suyota to mostly care for himself in their house in the inner city as they worked, he soon learned what Ishtar was really like, as he sneaked out, looking over the wall. As he grew up, he grew more and more lonely, retreating into his studies and working as hard as he could. The other children mostly ignored him, which, although at first he hated, he grew apathetic towards. At the age of 25 he was hired into SynLabs, quickly rising through the ranks and becoming more and more influential. He hit a stall in his work as he discovered he could do no more without test subjects, and, negotiated a deal with several gang leaders to provide him with bodies, or people that needed to "disappear". The breakthroughs he made after the deal propelled him straight to lead R&D scientist in SynLabs, which was one of the highest-ranking positions. His parents have since retired, with good pensions, and are living in the inner city, enjoying their retirement.
Personality: Suyota is a quiet, manipulative, ambitious man. He'll stop at very little to get what he wants, and isn't afraid of getting his hands dirty. He's extremely intelligent, with several degrees, and is very patient. Some may describe him as being "corrupt", or a "mad scientist", but in his opinion he's just ambitious, and doing good, by providing the people with technology and discovering new ones.
Skills and abilities: Suyota specializes in nanotech and cybernetics, has a fair amount of knowledge in weapons and vehicle design, and is very, very good at hacking. He's influential and saved Azure's life, as well as giving Azure a safe place to stay, giving him the ability to command Azure.
Cybernetics/Nanotech:
HUD: Suyota has a Heads Up Display, which can feed imaging from several hidden cameras throughout the city, allow him to remotely activate objects, coordinate drone strikes, and allows him to directly listen into comms and visual relays, and listen to music.
Zoom: Suyota can zoom his vision up to 30x, which is useful when working with itricate machinery.
Connection: Suyota can connect to computers with his HUD, which allows him to find out information at any time, and display it, or hack into computers much more easily.
Nano Reconstruction: If injured, nanobots in his body can reconstruct his body, providing that it's not too badly damaged, and that there's material nearby.
Extra:
Suyota has a neural "kill switch" installed on Azure, which allows him to kill him immediately if it should ever become necessary.

Personality:
Tony is a level headed and rational genius who takes good pride in his work and accomplishments. He is compassionate and reserved individual, but isn't one to shrink from a challenge, though deep down he truly hates betting and/or competition because he finds it as a new mean of chaos, but then again he likes action and thrill which ultimately contradicts his believes. Just to put it simple Tony is as unpredictable as the future.
Skills and abilities:
- Tony is a living computer and obtains extensive knowledge of most things technology related
- Tony is mentally fast, but when it comes to physically quick he would struggle on that test.
Cybernetics:
- Extendable Tentacles: Tony has undergone one of today's earliest experiments made to alter and enhance one's physical or mental capabilities. From the neck down, Tony is made of metal, but is just covered up by rubber skin to make him appear as human as possible. When in need Tony can extend two blade edged, mechanical tentacles from his lower back.

Tobi is quite the carefree, energetic hooligan and he takes good pride in his shenanigans and stunts. Unlike his older brother Tobi isn't quite reserved and doesn't pay kindly to those who upset him. Instead of calmly solving the solution with conversation he would get physical and pin them up against a wall and threaten their very existence. He is rather hostile and seemingly paranoid, but he keeps it hidden well with a cheerful, joker persona.
Skills and abilities:
- Tobi is astonishingly Agile and Acrobatic maneuver himself on numerous terrains which can lead to him being more physically fit than Tony.
- As well as his brother, Tobi's IQ is far past that of your average human

- Armaments: Tobi's extra set of detachable mechanical arms and hands made by his brother Tony, which are capable of completing movements like normal arms plus more. Tobi keeps a set of blade on him at all times just for his Armaments.
