However she said that she could delay the coming of the demon king by eight years. While it could be assumed from that statement that Felis could have become the demon king.

Also it is kind of complicated for Rurra to interfere with the living without having a vessel, which is why she couldn't prevent the death of Felis in the first place. She could only prevent him from becoming the demon king.
