Ok, so, there are like hundreds of anime somewhat within your parameters, within my watch list alone. Honestly it's extremely common and two thirds of harem alone probably match what you want. So I'll keep my recommendations to a few that I think best fit what you may be looking for, as well as some of my personal favorite that match what you want. I will also avoid using straight-up harems with no clear victor relationship unless I find them too good to ignore.1) I prefer completed animes that have English dubs, if you can find one with my other interests.
2) I don't like swearing, and I love the adorable moments so I'd like any anime I watch to be chock full of them.
3) I love romance, especially with tsundere characters, and a really shy guy, because it just seems to work so well, or a guy who keeps hitting on the tsundere. I also really like highschool anime.

There are a lot of anime shorts every season which fit your requirements exactly. I recommend checking out anime seasonal charts to see which shows fall into the "short" category. Since you're new I will also avoid recommending too much so you don't get overwhelmed and I'll try to give you a mix of completed and ongoing anime so you can try both the weekly watch and binge watch experiences:1) Do you want something that is airing or somehting that is finished?

I like comedy and usually feel-good anime. I avoid horror and gore but can withstand a psychological thriller or two

you sir are a geniusMade in Abyss- I'm bolding this one cause it's my #1 recommendation this time. Want weird? Plenty to go! Romance? Yup! Fantasy? Complete fantasy! Scare fest? You don't know what you're in for.... And let's not forget the added bonus that it got everyone, and I mean, everyone talking about it, so seeing it can also help keep up with the current discussion in the anime community.

2. I love *~*Drama*~* whatever the packaging. My favourite show/manga is Berserk, but recently I also liked Psycho Pass, Devilman and Yuri on Ice. I don’t care about setting if the writing is fun. I almost don’t care about animation quality either, though it’s nice if it’s pretty.
3. No comedy please, otherwise anything goes! Maybe more dystopia would be cool if you have any.
I'll be honest with ya... you aren't making this easy. Your tastes are a little bit all over the place and hard to pin down. I'll see what i can do though.1) Something that's finished. I can't stand waiting for weeks.
2) I personally hate sci fi, ecchi, harem (not reverse harems, just harems), and hentai (ew). I love shoujo, shounen, romance, supernatural, historical, melodramatic, comedy, slice of life, and reverse harems (with strong female leads)
3) I would love to see any anime that's like Assassination Classroom, Special A, Kaichou wa Maid Sama, Kobato., Tokyo Mew Mew, Kaitou Jeanne, Snow White With The Red Hair, or something with those genres.

The fate franchise is perhaps my main recommendation this time. It has strong females everywhere, it's main concept while not historical has a dedicated basis on many surprisingly well-researched and incorporated element from history and it's myths alike, worldwide. It has elements of romance and melodrama, and it has shounen elements alike. Depending on which installment you watch, it also brings such things as say, shoujo and mahou shoujo and slice of life.
Re:creators - on a similar note, the ultimate meta anime and my favorite anime, re:creators also brings together plenty of very diverse elements in a cohesive story. It is an anime best described as a story about stories, and it is a bit slow at first but totally worth that for what is gained from it.
Tsuzere Children- this is an episodic anime with small episodes, but it goes over ALL that stuff about anime dating. I haven't finished it yet, but it is finished and it was an awesome, funny, heartwarming, relatable experience with simple but effective ships.
Action Heroine Cheer Fruits- again, excellent melodrama having been one of the only anime to make me cry, it also has slice of life elements, nice comedy, and it's about a group of girls helping their town by essentially putting on a power rangers show
Boku No Hero Academia- one candidate for the title of the greatest shounens and it's not hard to see why. Despite the simplicity and adherence to certain formulaic aspect it's great execution truly makes it stand out among it's peers and create an enternaing experience that allows it's later more creative exploration to truly flourish.
Chunnibyou Demo Koi Ga Shitai- This anime is adorable, this anime is funny, a great slice of life mixed with nice dramatic elements that pose the question of whether you want the character to follow the path that is best for them or the path they most want.
Koabyashi-San chi no dragon maid- an adorable slice of life which a grounded approach that still managed to rock the hype recently. As a bonus is features distinctively progressively elements in terms of the relationships between characters, having a main character that is in fact designed to be hard to tell if she is a man or woman, but not the way traps are usually done, or the development of a simple nice friend relationship.
Kokoro connect- my hands are kinda starting to die, so if I may be so rude, do refer to my post above this one for info on Kokoro connect. It does have a love triangle at a point, but it's not dealt with the harem way and if you go with it to the end, there is a little surprise for ya .
Mahou Shoujo Lyrical Nanoha- now I know you said you hate sci-fi and I would be lying if said there was no sci-fi here, but I think you will be pleasantly surprised by it's mix of science and magic, plus even if you don't like it that much from then on out, the sci-fi elements only get introduced in the last few episodes of the first season, so it's nothing that would ruin your ability to experience this one.
Net-Juu no Susume- this an anime with a deep understanding of actual gamers and their video games, while still being an intelligent, structured and great romance / slice of life. It has comedic elements and while it doesn't have as many meoldramatic elements it does have some inherent drama to it's premise.
Yuuki Yuuna wa Yusha de Aru- Amazing melodrama, less slice of life elements but still decent comedy here and there, and bears a great take on the magical Girl genre.

Oh Coward another good one would be "Mekaku City Actors". It's pretty great, especially considering it was originally a series of vocaloids before being anime and manga. It has the kind of tripper style the devilman has and is, if you pay attention, pretty deep.
Oh and naturally the monogatari franchise. But that one is pretty hardcore in terms of trying to decipher what anyone is trying to say.
