Mmmm... I think one they take out the stuff that makes you loopy, but I'm not totally sure so it might just be that you have a prescription from a doctor and that makes it legal. But in places like Washington and Colorado anyone can use it as long as they are the legal age, just like with drinking and smoking cigarettes.
