The wool was pulled over her eyes by beings without trait caps. She could easily have intelligence 10 and still be dumbfounded by the cunning of the Ebon Dragon.


That's assuming, of course, that she didn't want to be spirited away.. perhaps she loves the Dragon after decades of correspondance with his wickedly intruiging self? Perhaps she summoned one of his lesser selves, for examble Erambour for the sexings, and became entranced by her/him? She's been around for 800+ years and seen all the gods and high essence exalts she can manage. She's seen it all, and she wants something new and something dangerous and exciting. She wants... a Yozi.
 
If we're talking normal DB empress, examples of her strength are clearly given in the Second Edition mainbook kiddies.
 
As in, examples of things she's done, or examples of the things she can do? Certainly there's no character sheet, as we all know and appreciate.
 
I think the Empress, like all MASSIVE NPC characters, should only be as strong or weak as you need her to be.


Heck, she could have had her essence burned out of her (Multiple hits of several Celestial Lions' Scrouge)... and she's now at essence 1, and on the lam from her Divine Jailors.
 
Or trying to run the Realm on bluff and intimidation alone.

This (and the preceding stat block) assume that she is still Dragon Blooded. I suspect it is much more likely that she is an Infernal Exalt, and has been one since she took control. Thus, it isn't a matter of "the wool being pulled over her eyes". She's been a willing part of the Ebon Dragon's plot all along (at least, up to before she vanished, when ED changed -- or cashed in on -- the deal).
