I like the idea of them being a discarded project of Autocthon's. Maybe something he was cooking up after the Primoridal War, but never got to finish before he went into slumber.

I just don't like the idea of a Heroic Exalt being just as good as a Solar in terms of potential Charms, and BETTER than an Eclipse Caste at the same time.

It's a new and improved Exalted.  Not much point in making something inferior.    More seriously, I understand your hesitancy, but I'd like for Heroic Exalts to be generally better than the other ones; it's just personal preference.

Maybe it would be better to use Kajata's suggestion and make their Charms cost 15 XP (12 for Favored ones).  Then their wide capabilities would have a price.
