Yeah that’s how it’s explained in the movie. Say that everyone has a mutant gene in them, most dormant but through extensive torture and near death they forcibly activated Deadpool’s mutations

Mutation can be as simple as you paying a guy to inject you with frog dna or as complex as you going and being completely reconstructed in a test tube. Some people may even be second or third gen mutants
