Background
No one was ever fully sure how to integrate MetaHumans into the rest of society. Some thought they should all be put in camps, if not killed outright. Others thought they should just be left to their own devices. Neither of those seemed entirely practical so eventually the US government decided they’d combine them as best they could. All MetaHumans are detectable by genetic testing and are registered at birth with the Department of MetaHuman Affairs, which is in charge of monitoring and controlling MetaHuman behavior. Beyond that they are left to their own devices unless one of two things happens- they express interest in joining the Meta Defense Force, a military organization made of MetaHumans dedicated to fighting crime on a local and national level. Or they begin to demonstrate antisocial or criminal behavior at which point they are put into special prisons outfitted to contain MetaHumans.
For a while this was just how things were. But in recent years some MetaHuman activists have begun questioning the logic of throwing low level offenders into max security prisons with genocidal super villains. After a lot of arguing and protesting and shouting, it was agreed that they would begin trials on radical new rehabilitation programs for non-dangerous Meta prisoners. The first of it's kind, Genesis Halfway House for Metahumans, was constructed and staffed with the best scientists, therapists, social workers, and doctors they could find. Or at least the best who were willing to take the job.
You were eligible to apply due to your low level offense and relative good behavior while in prison. After what felt like endless paperwork and interviews and background checks and medical tests, you’ve finally been accepted. And now it’s orientation day.

Basically, a bunch of morally grey folks with super powers get thrown together in an attempt to reintegrate them into broader society. This is a rough outline currently, if there's any interest I'll finish fleshing it out.

1. Curfew is 11 p.m. Breaking curfew by more than five minutes an excess of three times or thirty minutes once will result in termination of your treatment at Genesis. You must check in and out every time you leave the house.
2. No illegal activity. Patients are subject to random drug testing and room searches.
3. Patients are not to travel more than a fifty mile radius around Genesis.
4. Failure to participate in rehabilitative activities may result in termination of treatment. This includes therapy sessions, medications, employment training, etc.
5. Relationships between patients are strictly prohibited.
6. Relationships between patients and staff are strictly prohibited.
7. All visitors must be pre-approved and can only visit during set visiting hours. Visits may be supervised based on staff’s discretion.
8. All patients will complete a set amount of community service, to be determined based on their offenses.
9. All patients will participate in house chores, including cooking, cleaning, gardening, shopping, etc.
10. All patients will be paired with an accountability partner. They are responsible for ensuring each other follow all other rules and both will be punished for any infractions committed by one.
11. Discussing Genesis or activities of Genesis patients with any unauthorized person is strictly prohibited.

Restricted- Patient may not leave the grounds. They must be accompanied at all times by a staff member or fellow patient. Outside communication is restricted and no visitors are allowed.
Limited- Patient may level grounds with staff or in groups with patients level 3 or higher. They are allowed supervised visits.
