Group Home/Orphanage Plot

I know that probably not many people would be interested in this but it was just a quick something I got off of a dream I had last night. Plus, I'm a bit hesitant that not many would find this very appealing but I thought it was a sweet idea.

  This will take in either modern times or maybe even the early to late 1900's. I would like for it to take place in a city, not a major one like New York, but maybe something close. Maybe somewhere like the ghetto in Brooklyn. We can work out more of the details later

  I would like the main female role to be over the age of twelve. The disability is completely up to you so long as the age is over the request I put up. She also has to be a little bit dependant on him but then again, the character is up to you.
  
  
  The main male role has to be over fourteen. He is this troubled kid who gets himself into fights and stuff like that but is not into drugs or alcohol. The rest is up to you should you take on his role.

  He was a slightly troubled teen and she was an outcast teen. She had some problems, physical disabilities, but she could do things to care for herself. She was fourteen and he was seventeen. He cared for her and helped her with anything she needed. He loved her but it was in a way he knew he shouldn't love her. He thought of her as a sister but his heart had different ideas. She had no idea of his feelings and just knew that he was the person that was like the big brother figure to her. Yes, she had odd feelings around him as well but she never thought of it as anything past the sisterly love she had for him. To attempt to stray his heart from the feelings he had for the girl, he has attempted to date other girls but that has yet to work for him. He has also thought of running away but every time he does, she's there to stop him somehow or attempts to follow him. He is also in a gang with causes a lot of problems for him.

  Please help me work out the plot in a better light. I would love to see what you would like to add. As to which role I would like to take, I would like the female role but I will double if requested. I'm up to take on the male role, I just prefer the female since I have a character(s) I would like to use for it.
