As for a leader, if Nadya doesn't "volunteer" herself for the position first thing, Ben will eat his own hat.

Not only does "Garitt" need someone else to intimidate others for him, he also needs another layer of disconnect from the mission as Cole Halber

Though, just as frequently, the leader is a hot-head and you have the level-headed one as a foil. Classic Five Man Band setup.
So, in theory, with someone else as the leader, Cole could be that voice in the leader’s ear, the voice of reason/puppet master.
EDIT: These things said, every member is a definitive specialist in something, and will likely have moments where their expertise warrants a temporary mantle of leadership to make it through a crisis

xD Of course, of course~ ;P Garitt is clearly designed to be the leader though. He's the one whose job it actually is, he's played by the GM, and he's modeled after two leading schemers in the series, which makes him the obvious choice xD Nadya's too authoritative and bloodthirsty, Ben is a right-hand man through and through, Louis cannot be trusted and Neige isn't even an option ;P

Plus, Neige can get the secrets and the dirt, but aside from that he's the one who has the most working knowledge of their targets and therefore a base from which to form a plan~
