Ghosts Of The World - Why would it make sense for there to not be ghosts in the world?

Be a ghost or an apartment building tendant, I will only be accepting 4 ghosts.

1. RpN rules.


2. Romance is allowed, just not too much, this means no ERP.


3. All ghosts must wear masks, make sure each mask is different than the other.


4. Theme songs are recommended.

Extra rules

I forgot some rules so here are some more.
1. Ghosts can be seen only if they desire.


2. I would strongly recommend getting a character theme song. Just for personality reasons.


3. Ghosts can't really touch anything.


4. Ghosts can fly and go through walls.


That's really all the rules I forgot about, if anyone wants to add any rules, discuss it with me.

Haiko dashes through the halls of the building, he knocks several vases while darting through the halls. He enjoys mischief, he then dashes through a wall and flies outside the second story, he lands on the ground and stretches. 
Haiko sighs, most of the tenants had to move out. He barely had anyone to mess with, there were only two people left, and they haven't even noticed his work. He takes off flying, he didn't have anything else to do.
 
Something was going on in the hallway again. Something was knocking things over again. Emi rolled her eyes; something always seemed to breaking things and she couldn't find the source of it. She went to inspect the damage and found several broken vases. How strange that there was nobody around. Who had smashed the vases then? Maybe it was some supernatural force from another dimension- ha, as if Emi would be lucky enough to have something like that happen in her building.
 
Haiko flies back several minutes later to find that one of the tenants is up, he chuckles to himself and walks right into her apartment. Haiko surveys everything care fully then quickly sets a chair on top of the table.
 
Nothing. Absolutely nothing. Emi just kicked the remains of the vase out of sight before returning to her apartment. Okay, something freaky was definitely going on! Emi just shook her head and moved the chair back onto the ground. If this was spirits, they had to be pretty pathetic ones.


"This is the most boring haunting ever..." Emi sighed.
 
Haiko frowned, Boring? I'm boring? How's this for boring! He suddenly appears behind Emi, "I'm boring?" He asks her. This was very unusual for Haiko, but he will not stand for being called boring.
 
Emi spun around. There was a boy behind her.


"Yeah, pretty much." she said, "Are you dead?" She said it so casually. That was because she asked people that a lot. You could never be too sure who was one of the undead. Besides, the boy was obviously not going to harm her. He wasn't one of those freaky ghosts splattered with blood and yelling for revenge or anything. He looked pretty much normal.
 
Haiko crosses his arms and doesn't say anything, while keeping eye contact, he slowly floats into the floor. He then floats up from behind her, he sighs, Aw, she's one of those people. He shakes his head.
 
"Are you trying to scare me?" Emi raised an eyebrow, "Because it's not working. At all. I could scare someone better than that." She turned around again because he was behind her- again. The worst that'd happen would that she would go dizzy from turning around to face him all the time. Everyone knows you shouldn't have your back to ghosts, even friendly looking ones.
 
Haiko adjusts his mask, "You're no fun." He said to her, she really wasn't any fun at all. He floats around her, he wasn't trying to scare her, Why would she think that? He thinks to himself as he floats.
 
"You're no fun either." Emi said, "You haven't killed anyone, you haven't tried to claim anyone's soul and you haven't drove anyone insane. What kind of ghost are you?" She was disappointed if anything. Her first ever ghost and he sucked. Worst ghost ever.
 
Haiko laughs, What crap was she reading? He hasn't had a laugh that good in 3 years, "A jester of sorts." He disapears and pokes her in the back of the neck, it sends a shiver through her spine.
 
"Don't touch me, you pervy creep!" Emi snapped, "Just don't!" It made her feel strangely uncomfortable. She shivered. He was definitely touching her, definitely. It felt so weird.
 
Haiko reappears to calm her nerves, he stops floating and walks through her apartment. If he can't scare her, he sure can annoy her. As he walks through her apartment, he moves her stuff and messes with things.
 
"Don't touch my stuff!" Emi said, "Weird ghost boy, keep away from my stuff!" She followed him, putting everything back in the right place, "You're not evil at all. You're just annoying." If he wasn't already dead, she might've killed him- or throw him out the window at least.
 
Haiko grumbles, "What makes you think ghosts are evil?" He scoffs at the thought. Haiko walks over to the fridge and opens the door, he looks in it for a second before the door closes back.
 
"I read a lot of horror. Are you done poking around in my stuff?" she demanded, scowling. It wasn't like she had anything worth taking.
 
Haiko shakes his head, of course he wasn't done messing around. He dashes over to her bedroom runs over to her closet. He starts yanking out jackets and dresses and the sort.
 
"You gonna be done anytime soon? Don't you have anything better to do than go through my closet?" Emi crossed her arms. This was ridiculous, not to mention stupid. Her first ever ghost... She was hoping for someone more murderous...
 
Haiko stands, "I'll be around." He says as he disappears, he'll find some way to scare her, or at least joke around with her. He floats over to the other tenant's apartment and floats inside, Is she home? He thinks to himself.

Stupid, stupid ghosts, Emi thought. She was trying to put everything back in the right place- she'd missed a few things the first time round- but she couldn't remember where everything went. Oh, well. She gave up and went back to her laptop. Stupid ghosts.
 
Leaning against the wall, Jay sighed over dramatically. He was pretty sure most humans were so scared of anything they couldn't disprove, so why was this girl so nonchalant? Moving to where the girl sat, he stared down at her. Trying to make some sense of how this girl was reacting. Picking up a strand of her hair, he weaved it around his ghostly fingers more then aware that all she could see was her hair being lifted and nothing else. Jay had had years of experience with being...well, dead. Holding her hair up for a moment, he let it drop and dangle back into place. Stepping back he put his hands in his pockets, debating whether or not this girl was worth his time and efforts of a serious haunting.
 
Haiko strolls back into Emi's room, he floats around and waves at Jay. Haiko floats upside down just because.
 
"Oh my god, freaking ghosts!" Emi exclaimed, in annoyance, "Just go away! You are soooo annoying!" She was pretty sure that somebody was touching her hair. Actually, she was certain of it. And it was so damn annoying! Why was the ghost boy so freaking obsessed with her?


"Don't you have anything better to do?" Emi snapped.
