New Vegas has an army of Securitrons equal in strength to that of BOS Paladins, and the Legion is mostly made up of dudes in leather wielding small arms and machetes.

Sure, if you just factor that into account, New Vegas is screwed, but Boethiah probably recruited the Boomers. A tribe with multiple artillery guns and a bomber. He probably recruited the Enclave Remnants and now has several suits of X-01 power armor and a gunship vertibird. With Big Mountain he could amass a small army of Roboscorpians and Cyberdogs at the very least.

The potential of the bomber itself made General Oliver Lee of the NCR piss his pants.

That isn't even mentioning how large a human army Boethiah could recruit from the three families and other denizens of the Mojave region, or the advanced weaponry he could potentially use from the Sierra Madre and the Divide. Though the most notable of those two will probably be excluded.
 
It isn't that it's impossible or inevitable that New Vegas would be conquered, but if either the Legion or the NCR tries, it'll be at a crazy price of blood. One that even the NCR wouldn't pay.

The Legion has probably recovered from the Second Battle of Hoover Dam by now and then some, but it isn't like they'll win against an independent new vegas with a similar amount of forces and the tactics they tried the last time.

You forget both Legion and NCR outnumber Vegas even with human army. And NCR is the only source of real income. And since it can't put up a offensive. it is only a matter of time until NCR Or Legion is at it's gates.

I understand they're outnumbered, but the corpse pile would be crippling. Securitrons have missiles and grenade launchers that can pummel the common ground forces of both into oblivion. Fire from the artillery of the Boomers, and the bomber itself, would be unable to be answered and slaughter countless troopers and legionaries, it's even possible the bomber could reach Shady Sands or Flagstaff. The remnants themselves with a vertibird are able to inflict hundreds of casualties to the Legion, and all independent ending narrations result in a Mojave that will never be conquered by Bear or Bull.

The NCR wouldn't be willing to go to war if they still have some access to the resources that Hoover Dam produces. It's likely Boethiah would provide that. The major source of electricity for the New California Republic actually does come from the Hoover Dam as well. They don't have alternative power sources that can substitute for the sheer amount that Hoover Dam makes, making it unlikely they would do a trade embargo unless they were provided with some sort of justification. They've also just gotten out of a unpopular war over the Hoover Dam. It would be political suicide to suggest sending troops back there for a long while, plus new vegas would be seen as a strategically advantageous buffer state between the NCR and the Legion.

The Legion would no matter what, but they can't absorb the losses the NCR can, and will struggle to combat a much more technologically advanced and potentially far more organized and potent enemy with what they have, aside from some of the more veteran troops and possibly some espionage.

Though the Securitrons can't make an offensive, the Courier can threaten General Oliver with the prospect of sending the Nellis bomber to the NCR to destroy its cities, and new vegas would feasibly have access to the services of the Desert Rangers, a force that had previously thinned the ranks of the Legion by itself for years in a losing war.
 
Look, this isnt up for discussion. This is a lore backed thing. This is an arguements that isnt needed. Whether or not it is needed to balanced doesnt matter, these are your problems, deal with it
