As I understand it, the Birth background (E:FF; pg.109 & 110) grants starting Raksha to begin play with some Charms without spending Charm slots.  Does this mean they can still use them even if they havn't any relevant prerequisite Charms?

I remember asking this previously or about a different background that gives you access to charms but nto the prerequisites.


I am going ot go with the simple answer of yes.


Reasoning to me is that Raksha don't work in a logical way so why keep with logical rules to create them?

I agree. The feeling we've gotten on similar questions, is that prerequisites are for learning a charm, not using it. So yes they can use those charms regardless of prereqs.
 
Rebecca said so. It's somewhere on the exalted wiki. Birth gives them charms which they can use regardless of prerequisites.
