I like this. This is great. I'm assuming it's unfinished since there are unfilled out sections but I wanted to comment on a few things. 1. I can't see the picture so I hvae no idea what your character looks like and 2. This is totally up to you, but: you mentioned a kid who had half his face scarred by one of your character's explosions and naturally, since I spend way to much time on TVtropes, I assumed it was some sort of chekhov's gun. So I would totally be interested in playing that kid, now an adult, in some form or another be it as a member of Task Force L or as a bad guy. And by interested I mean I really kind of want to. But I wanted to ask first because you mentioned him in your backstory and I have no idea if he was supposed to be important later on and you wanted to bring him up or something.W.I.P

He was so ashamed of everything he did that he decided to try and become a better person. Every night he would pray to the moderators to give him the ability to atone for his misdeeds. Eventually they answered his prayers. And got him stuck with this useless power (they did heal his burns, thpigh, on the condition that if he did anything to betray his reformation his face would return to being disfigured). So he decided that the best way to help the world was to Join F.O.R.U.M. And so he did.

Power: The ability to accomplish any humanly possible physical prowess flawlessly, but only once in her lifetime.
'Licce is capable of nailing that basket, hitting that target and making that jump 100% when her ability is on. It must be the first physical action after her power activates and she can never ever ever ever accomplish that feat perfectly again, save for a few extra conditions. It also has a cooldown of 5 hours.
When her power is activated 'Licce gives of a veeeery faint golden aura, quite literally with 'a glowing spirit' and it remains so until an action is performed.
Her power is triggered whenever her ego is at its max capacity, something that is quite easy to do but at the same time extremely annoying to everyone involved and the bringer of unforeseen consequences due to her rather... unhinged personality. To be even more specific, the trigger would be either a combination of determination and encouragement, if the whole team start praising, agreeing and pushing her forward OR a combination of determination and defiance if instead of support her idea is nothing but criticized and shunned, making her extremely stubborn and providing extra motivation to prove people wrong.
The defiance method is not guaranteed to work and might just make her angry instead...
One way to kinda by-pass the 'only once' rule is if the method of execution of an action changes. Example, you can throw a tennis ball straight, or in a curve, or with your back turned and each of these will count as different things. However, that only applies to the method used and not the receiver of the action. Nailing a shot at a dummy's 'heart' counts as nailing a gunshot at a heart, doesn't matter if its an actual person next time. The action 'shooting someone in the heart' has been wasted, unless she starts adding on method conditions to it.
Targetting very specific things instead of a whole (ex: someone's eye instead of the person itself) also seems to help both when using her ability and when the intended action has already been spent. This on other hand makes it harder for 'Licce to act impulsively given that most of her actions need to be planned not to waste a move that could have been infinitely more useful in a different situation. Acting on impulse, without thinking of the consequences, could come back to bite her in the ass in the near future when a required move is no longer available.
As such, 'Licce's ability is not completely useless, but requires thinking outside of the box time and time again to effectively make it powerful. There are only so many ways that one can change the methods of an action before falling into 'no longer humanly possible' territory and 'Licce herself is not that bright to come up with that many unique and new ways to do things.

Time teleportation- It may sound op but hear me out on this one. It's not technically his best power, in fact he hardly uses it. He is able to travel through space and time in just a blink of an eye. Only like for a short time tho. >.> He is able to travel through distance of 8 meters away (Not too far though. It's more of a movement tactic) from where he is standing regardless of whether he is running or not. The explanation of this power is that he is technically light-speeding himself, so fast that he went through space and time for a short while. Everything around him is not affected by this power, just him. He can go so fast it's almost like he went through time. He cannot phase through objects when travelling in time. So if you expect him to travel through walls, sadly it won't work... He can't bring anyone with him as he glows and fades away through time. Because sometimes that may suffer sickness worse than his. In fact he never uses this power since his appearance and height has been affected. Every time he teleports. He could receive one of the following (Sometimes even multiple) sickness after using the power.
-Short temporary nausea
-Temporary deafness (Depends how long)
-Long temporary muteness
-Temporary blindness (Also depends how long)
-Small memory loss (Rare)
Despite the fact that he can use this power infinitely and without recharge time. He yet restricts himself from using it because of unknown other side effects that rarely happens other from what is commonly listed above. Like a random item disappearing from him, Decelerated aging and All electronic devices are instantly drained or out of power.
Skills:
-Sword/gunplay: Due to his special personalized weapon of choice he is able to mix run n' gun and hack n' slash into one. Although he is not a very good hand to hand fighter.
-Morale booster: Nico's most iconic skill. He is known for lifting the team spirit in time where it is needed the most. He pretty much ignite a fighting spirit in a teammate's heart. Thus making him a good guy to keep around

Due to his affected age. This weapon is no longer a feared weapon that it used to be. In fact it looks more like a toy rather than something that's considered weapon. This gun weapon used to be long and heavier but now it has been 20% toned down to fit his current state. The weapon is now lighter and the stopping power has decreased, anyone can use it. It's sharpness is still the same though. It can shoot up to 7 pistol rounds at mid range. This weapon was funded and personally customized by Nico himself. This thing is almost half Nicole's size.

Other than his gun blade he has a sub machine-gun that is almost never used in combat. Nico is a careful shooter and prefers to get up close from time to time. Thus this gun is almost never used. It functions completely fine too. It's actually more powerful and faster than Nico's impractical yet cool looking gunblade. He usually just hands this gun to someone else. It's fire power is equal to an MP5 and has 40 rounds. What makes it different is that the small red LED light on the edge glows when it starts to overheat. It's a pretty decent gun for anyone to have.

Standing at 5'1 and weighs around a exact 101 pounds (including his heavy weaponry). Due to unforeseen time distortions circumstances through his power. His real body has been downgraded to his 9 year old self. His small stature makes look like he can't be taken seriously. He always wears his black visor cap paired with his favorite green cloth wrapped himself.
Personality:
Despite his cutesy exterior. He is a natural born confident lad with a lot of determination. Always fighting bravely to what he believes is right. Although he ain't too much of a philosopher himself since he keeps his answers simple, sometimes even humorous at some point. He knows how to talk and he does it well despite his cutey voice always making things harder for him. Leading is something he is used to and has done it more than he he could count with his fingers. With a mind of an adult and body of a child. He always takes the opportunity of things. He has a gentle, yet comical nature that is always shown whenever he is just loitering around. He maybe small but he sure knows how to talk big.
History:
Not much is known about Nicole's past. Some say he used to be a good for nothing, lowlife outlaw before he joined F.O.R.U.M. Some say he used to be an urban legend of being a ruthless leader of a mythical army seeking for a specific person and most say he is a agent for someone. All of them are sort of true. At the age of 17 he has been working as an agent for a mysterious group, more like a body guard for them. It didn't last long till he double crossed the group for the opposing target for that group because of bribery. His teenage days a low paying bodyguard agent were over in his age of 20. He went into hiding years later. He was captured by a group of scientist, due to his time travelling abilities. He was kind of the guinea pig of the project but he managed to yet again outsmart his way out of the containment before disappearing again. Years later till now. He was later found joining the F.O.R.U.M in his child form. He seems to have a good intentional agenda why he's doing such a thing. He joined the team in his child form, he did had a hard time getting in. The rest of his broken puzzled history seems to remain a mystery, yet it seems rather unimportant.
