I'm gonna aggree that the return of Autochthon in some form is the best way to spark scientific progress in creation, even if its just DBs stealing tech and reproducing it.
Also, in terms of steam vs magitech, everyone loves the steam punk style, and while burning fuel to boil water to move things may be inefficient, using simple essence thaumaturgy to heat water to move things may very well be easier than developing more complicated sorceries.
Another consideration is the durability of mundane materials. They probably just can't hold up under the strain of having a lot of essence pumped through them, so mundane/scientific tech might make more sense for powering them than essence.
There's always a cost factor too. If the Wyld Hunt isn't effective enough at squashing Solars and they are able to build significant numbers, I could easily see the DBs working harder to improve their mortal soldiers to keep their numbers advantage.
Tech is a major factor in the setting I'm playing in now, where the DBs have built factory-cities over manses to mass produce tanks, heavy armor, and other military equipment, and the celestials, who had been making a comeback, are now facing increasingly dangerous mortal armies.
