Two Thousand Club
A small nation, sure. One of the Hundred Kingdoms or some such... but not the entire Threshold or some such. And even so, doing so should be more than a simple matter of rolling a few dice. It should be a story. How you convinced the people with a careful campaign to prove you were the right ruler, whether through force of arms, careful charm, or a mix of the two. How you brought down the previous ruler, or were raised up as their heir, your loyal service to the nation and personal ability proving you were the most logical to follow them. It shouldn't be: I roll Manipulation+ Socialize, now I rule the land. Mwahaha. For one...that's about as far from epic as one can get, for another...where's the fun in that?
