Fantasy Dystopian fantasy

Thinking of rehashing an old idea of a tyrannical king in a fantasy world where the king bears down on all sorts of races (i.e. burning witches for using magic, elves having to cover their ears, were-creatures being banished to the woods during full moons, etc.)

Going for a king/royal family that has a mysterious motive behind why they rule so tyrannically, and the idea of these different races of fantasy creatures building up a resistance/showing how they survive under such a tyrannical rule
