Conjuration magic already does both of the things you just suggested. I'll just take this opportunity to point out that I'm pretty deep into the lore, so if people have questions or need help with plot/backstory stuff, I can usually answer them. Just that some of the answers are more complicated than they seem...

Here it is! And for basic plot, I had the idea that
after the battle between the Imperials and the stormcloaks, the imperials end up winning, and, deciding not to take the risk of another rebellion, gain complete and utter control of Skyrim. The stormcloak rebellion has now died out, but a new rebellion, a diverse cast of characters, decides that the new rule over Skyrim is far too harsh, and they decide that they would put the imperials back in their place. But, unknown to everyone, including some Imperial soilders, the imperials are not the ones pulling the strings anymore, but rather, some new form of evil, called the Wings of Acients, that wears the imperials as a mask to hide their plans
How does that sound?
