I would say that Sey-la has been following her orders to build a base of influence (and a carefully chosen Cult) within Realm society that she can use in furtherance of her Urge and Motivation (love me!).


Presently she is woo-ing the young and malleable of House Tepet since the elders are politically vulnerable but have accured capital to protect them. With her Influence she most likely has a... personal... relationship with at least one or two Tepet or Cynis princelings.


She has thus far stayed clear of the Immaculates and been scrupulously mortal in any dealings with them although she's probably at the point now where she could risk trying to socially convert a few.

Yeah, and Hervingon has been her bodyguard/military intelligence analyst, if that makes sense... keeping an eye on the status of the House and Imperial legions, and probably preparing to recruit disenfranchised soldiery to surreptitiously provide extra muscle.
