is it possible to use Craftsman Needs No Tools to melt down items to use as raw materials in construction?

If breaking down such things falls into the purview of Craft, then yes. This will be true for the vast majority of raw materials.  However, bear in mind that "making the tools to make the tools" can take you a great deal longer than just crafting something with appropriate materials.


If not (e.g. gathering exotic materials from the Wyld, haggling with merchants), then no.


For example:  Shattered Ziggurat is abandoned in the far reaches of the north.  He is not compelled to return at any particular time, and he wishes to arm and equip himself for the journey ahead.  Using his Craft Charms and ability, he excavates an impromptu forge around a geothermal pocket in the frozen terrain.  He discovers nearby veins of light metal - enough to smelt iron - and mines it, again using Charms.  He crafts a sled by chopping down wood from the frozen forest, then transports the ore back to his forge.  With time and effort, he manages to alloy enough steel that he can forge and temper a sword and some armor.  Thus armed, he begins his journey to the south.
