I think that the ranking only goes to show ones individual power. For example:


Kenpachi realistically is a 15 when compared to others spiritual power, but on his own scale on his character page he's a 10/10.


That's why I assume there's a rating at the very bottom which adds up all their skills and compares them to others.


Don't forget that when HornedGhost adjusted everyones Overall ratings, he kept Kenpachi's relatively high.

Everything I've said isn't concrete evidence. It's just what I assume. I'm sure HornedGhost will give us all an explaination when he returns. (He's probably sleeping right now lol)


But to answer your question based on what I believe in, it's both a combination of your stats and your rating. (B')
