Do enchanters need to be mages? e.g. A Fire Mage would enchant items based on Fire Enchants? Which could be activated by Ki or Magic depending on who the enchantment is for?

Yes, all enchanters are mages. Also - and I feel like I'll be saying this many times but anyways - ki is a form of magic and one that anyone could use if they learned it, so anyone could activate enchanted items if they knew how to use ki. Now here's something I didn't think about until just now, since mana is used to enchant items in the first place, trying to activate an enchanted item with mana will simply charge it with more mana, or edit or ruin the enchantment (depending on if the mage handling it knows what they're doing and what their actual intent is). However, one of two things will happen when trying to use mana of a different element on an enchanted item, nothing or an explosion. Many an enchanter will have had singed their eyebrows at one point or another. More lore.
