Though, to make up for this I was thinking that she could stop time for people's specific limbs, rendering the target part unable to be moved (or damaged) for a duration.

Let's take an 20 year old human, for instance. The minimum amount that you can age them is 1 year a second due to the wording (years in seconds, 2 years in 2 seconds.) In about 20 seconds he is weakened, and in 30 he is becoming elderly and losing the ability to fight. The ability to permanently weaken an enemy by aging them up with no drawbacks or prerequisite is absurdly powerful and must be held back somehow. I'd recommend something like Viza having to touch the target with her hand at least once for this to be usable, or like before having this slowly reverse if she gets out of range.
Plus, if you want to get into more realistic implications of this, it might stick people in a sort of "time hell" where a real second passes by in a year for them. Also, they'd starve to death in 3 microseconds. While it is cool, there's a lot of unintended side effects for it.

I want to clarify that I'm not going after this ability because it's fun, I'm going after it because it would trivialize encounters between you and human enemies. You already have some good auxiliary abilities that I'm thinking of ways to play alongside and an entire pool to make up spells from on the fly, I don't think you need the skeleton transfiguration spell on top of all that.
