Is there a skill cap for characters? Trying to have a great sword fighter. (Great would be an major understatement in this case)

It depends on what you mean? This is a narrative roleplay with no system in place. Battles are discussed between participants beforehand with an intent on creating a great narrative and story. So with that said, you can absolutely have a great sword fighter, there are tons in the land and already in the RP. With no magic being allowed, I do allow exaggerated physical prowess (within reason of course).

I mean I'm talking about being possibly the best sword fighter in Azae, but I'm not extremely active, so I doubt he'll be doing a lot of fighting.

Also, when handling combat, are we allowed multiple strikes in one post, or just one at a time?

Sorry, not allowing that. Already several NPCs/characters that could possibly hold that title.

No, I meant that I can get at least 4 (or more) posts(of varying lengths) up in a week. I won't be gone for weeks at a time before posting or anything like that. It was a relative (relative to what other people call "active") statement.

And to my character idea,
If there are too many NPC's that could hold that title, I guess I can make a goal for my character.

Thats actually much more active than you'll need to be. This is a somewhat slow, but methodic RP. We write decently long posts and make even larger collaboration posts. And I'm not saying you can't have a bad-ass character, he just can't be above many other characters who are already in the established story, catch what I'm saying?

He/she could hold their own against these characters, but if you're talking about creating someone who can just trounce them, I'll have to put the kibosh on that.
