Creating shapes of water and changing its physics properties are two different abilities. If you become elite you can split that in two. If the group decides that your character would be better suited in yellow you must choose between the three abilities.

I was going to let it slide but it’s not fair to everyone else. Being able to breath underwater is not an ability to water manipulation. That would be another power all together. I’ve been trying to spin it in my head since you posted how I could justify it. So the options are you can keep get rid of your multiple abilities and have two separate powers, or if you don’t get chosen you need to have one power and up to two abilities.
