PHB has Skill increase for Barbarians at 4th. If you want to give them to me 25% more frequently I will take them!

You can use Feats instead of the Stat increase. According to PHB, anyway. Unless you're conflating Primal Path choice at 3rd for Barbarians?

Nope, here you get it all. every 3 levels you get a feat, every 4 levels you get stats, and you get all your class features regardless.
