- It's hard to pinpoint when heroes first emerged. In a way, they have always been there, in some form. But, officially, the 'Age of Heroes' begins in November 1917 with the emergence of Überlegen and Soldat Renforcé, respectively on the German and French sides of the war; two prototypical super-soldiers hastily created in the arms race, who, after the war has ended, both retired to become super-heroes. This served as an inspiration for generations to come.
Super-powered mutants first appeared in the 1920s: Various boys and girls, more-or-less evenly distributed among populations, began manifesting metahuman abilities as they reached puberty. The phenomenon was completely mysterious at the time; in the modern era, thanks to the progress of physics, biology, and genetics, the mechanics of mutation are somewhat more clearly understood - but its actual cause remains unknown. It is widely agreed among the scientific community that there is genetic engineering at work, modifying human fetuses to give them powers...but the nature and identity of the engineer is a complete mystery.
Whatever the cause, the mutants were here, and their powers were more than enough to cause great worries. Fear was rising, and could probably have led to chaos, had it not been for the Avatar:
Not long after the mutants first appeared, the Avatar made his first appearance. Dressed in a white-and-gold costume, wearing a cape, and wielding cosmic powers so great as to dwarf those of the mutants, the Avatar embarked on a campaign of heroics across the world, rescuing people from accidents, saving communities from natural disasters, fighting crime, and generally being a protector of humanity twenty-four hours a day, seven days a week.
In the years that followed, many mutants opted to follow his example, using their powers for heroics.
The Age of Superheroes had begun.
In the 1970s, Avatar had fought with a group that called themselves 'The Shadow.' Shadow managed to infiltrate both the US and the USSR governments. The world narrowly avoided a nuclear war thanks to the Avatar's efforts, but the superhero became convinced that the world's heroes need to find a common ground to work together. Although individual cities did have their heroes, and even their own teams, it was rare for there to be national groups, let alone a global one.
With that, in 1978, the Global Champions were founded: the premier group of global heroes in history. They defended the earth from aliens, conquerors, reality warping gods, and what else have you for years. Ever since then, they have been working to make the earth a safer place. - Recently, in 2018, the city of New York saw a new subsidiary to the Global Champions, the 'Nebula Brigade.' A new team of superheroes to protect the city and act as a "training program" for new heroes who need the experience. The group is supervised by Department Seventy of the Global Champions Administration, as well as a single member of the Global Champions, who are cycled with time, who provides them with guidance during larger operations.
Tomorrow, the Nebula Brigade will make its debut on the streets. - As you've read, this RP is about superheroes in a world that is chock-full of mutants, monsters, enhanced supersoldiers, spy groups, Bond villains, alien warlords, gods and celestials, sorcerers, inventors, and what else have you.
The RP itself will be in the center of the Cynical vs. Lighthearted scale, but not necessarily "hyper-realistic." What I'm aiming for is a flexible story with varied themes and a theme of "superheroics" to tie them all together. I want the same of the characters: you will have a general leeway with who you play. A reformed villain? An android? A cloud of alien gas that calls itself Steve and can fire laser-beams? As you please. In an ideal world, we'll have a team of varied and interesting characters instead of cardboard cut-outs with shining teeth. Creative freedom, baby.
Besides members of the Nebula Brigade, I'm also willing to accept villains, independents, and pretty much whatever you're willing to throw at me. I'm sure we can come to an agreement, so long as you're reasonable.
As far as power levels go; this is supposed to be a team of rookie superheroes. I'll want you to start at Street Level (think Daredevil or Robin) and go up from there as the RP develops. I will monitor power development closely; if you want an upgrade, work for it.
Naturally, this RP won't be all combat and patrol. There'll be plenty of slice-of-life with all of you chillaxing at your base (which happens to be on North Brother Island; look it up on Google Maps. It's a cool location, and hopefully my description of the base itself will be even cooler,) and eating pizza like a bunch of spandex-wearing ballers.
Also, keep in mind New York is a huge place and there's other teams of superheroes out there, plus the police, who I will have to NPC.
I already have a whole coterie of NPCs prepared for you, including the GCA Department Seventy Director, who will be your boss and the woman responsible from keeping the IRS away from cutting your paycheck with scissors for all the collateral damage you will inevitably cause when throwing mail-boxes at thugs. I have every important NPC so far fleshed out, including the background characters, and a bunch of heroes and villains. It slightly helps that this is a pre-written setting for Mutants and Masterminds, but I'm still putting in a lot of my original material into it so it's not shallow and entirely unoriginal.

Also, when you're making a character, it'd help if you had a catchy name. The kids love that. Helps sell merchandise and comic books.
