HiMyNameIsBela the character sheet looks pretty good, but there's already a female District 3 Tribute.
Octavius the sheet looks good, but the tribute is a little too old. The age gap is 12-18. And to answer your questions, you don't have to make a female for district 7, but you're more than welcome to. And I guess you would have to ask someone before killing their character, but they can't keep having their character live against the odds. (So pretty much no god modding.)
