Why did you vote against it?

We'd been playing since the start with IC ops, and there were a few problem - the 'Ops' could be a little op, any nation could cook up a plot, and the target nation couldn't do anything. If you know an op that's happening to you, and it doesn't seem realistic you could discuss it here, and what Bob said.
