I have just found out that your Jihads would barely do anything against me (Although I don't know why we would go to war or have any rough relations whatsoever) Because, only 0.008% of Japanese are muslims (Entirely, of all the population, 0.008%, I literally only have two minor mosques in my country) and since Japan doesn't take immigrants, and is kind of to them selves, if you sent muslim nationals, it would raise a huge flag (Also, there is very little reason for a muslim to be heading to Japan anyways, so yeah.) But, I am not like challenging you, but I just found this out by accident.

I would say, its better than simply - wandering into another country, with no idea, whether you'll live or get killed. You basically, give a refugee who lost everything - a job and house, so he has his decency back. Saying you have to work two years, meh - atleast they have a job.
And after that, you say - they can get citizenship, stay in the house you gave and you get a job also. I'd call it gravy.

I'd say, you would get massive support from Middle East countries - the West might critize this as slave labor; but for the common man.

Island nation, Literally one of the highest border security nations, and Middle easterners would stand out greatly in the Japanese population. And if I had the Police 'Randomly' check these Iranians, no one would care because the Japanese population doesn't care about this stuff, and the 'protests' by the Japanese Muslim community would be too spread out to go into effect.
