What decides what abilities they receive? Is it basically like a poisoning and they try to make the best out of it?
Depends on how you wanna work it. Genetic mutations, their environments, personality, emotional experience, etc. - all play a part in shaping their abilities. As to what and how, you have the liberty to decide.
Promethean's abilities are a poison in a sense. The stronger the ability, the more they'd have to "cook" themselves. Use the cancer to fight the cancers. Which is also the reason why most Prometheans are on certain blockers (drugs) to temporarily slow down the cancer-spread process in combat.
 
How good at absorbing information are normal RAVENs? Can you just upload the manual of an F-35 to their head and they will know how to fly it perfectly? Can you give them a book about Jujitsu and have a blackbelt to fight then and there? Or are they mote human in that regard where they need time and practice to learn a skill?

What about information? Can they just connect themselves to what is left of the internet and gain a shit ton of knowledge just by looking through things?

Can they interface with tech like computers to manipulate information (copy, destroy, steal, etc.) Can they plug themselves into a vehicle and drive it that way?

Or this this all dependant on the type of RAVEN?

It is possible to upload data directly for Raven to digest almost immediately, though due to computation restrictions (since 2nd-gens are supposed to be replaceable, mainstreamed production), it may take some time to assimilate certain datas depending on the model. The general idea is that they are almost human-like in their learning capacity, with the big difference being physical augmentations for combat. weakness_of_the_flesh.mp4.

Again, depending on the computing and processing unit of the said model. It can be done, but of course, they'd have to be plugged in. And since Kessler Effect is ... well ... in effect (lolz), internet is a luxury if you can get your hands on it. In this timeline, everything digital is locally-powered and USB is finally relevant again. Even Olympus Command & Control System runs on different short-range transmission. Hence the need for sea travels and communication hubs which basically serves as internet cafes for travellers and mercenary companies

For electronics, it can be done. It is how Ceto is able to command and assume surrogate control over marines and crews aboard the Exodus. But because of that, the downsides is that she can almost never leave the ship. For average Ravens, they can definitely drive an electric-dependent vehicle or take control of mechanical systems that way. Assuming said frames do not have complex firewalling measures.

Of course, some Ravens may sacrifice combat durability for digital processing abilities. Sure, the share the same core size, but the processing units/chips may differ dependent on their role/design.

It's also a fuel/power source,a material for advanced alloys (in which state it should be safe),and can spontaneously condense in Ember Weather phenomena that devastate large areas.

So among other things,working/handling concentrated ambrosia resources without appropriate protection or being caught in Ember Weather can do it to you.

On the topic of Ravens, their sentient consideration varies by factions and states. Some consider them as tools, while some states have systems of citizenships.
Exodite Ravens (crews and marines) are more like Ceto's divided self in different bodies, rather than individuals.
If you're going in as a Raven character, it is likely you managed to disable your own surrogate command governors. Though you may decide if it is the case, or simply bypassed with repercussions later in the story.

I believe so yeah, it's more like psychic blasts that he can manifest into moving items but yeah, telekinesis is a part of it!

I believe November Witch November Witch question about whether Ravens have been specifically manufactured and sold for civilian/labor use is still up in the air.
Pretty sure this is enough of a vague answer for a not-so-vague question:

Yes. Smashable ones too. The question of AI sentience and rights vary in different nations.

Drones are often used, yes (per my last post). Though with the advent of EMPs and wide-ranged jammers, infantry works become relevant again. Hence, Ravens. Otherwise Shahed spam would've saved everyone since Black Tuesday. For ground deployment, ground elements typically has a transmission amplifier device set up in and around the AO. From there, they can connect back to Exodus for real-time feed without issue. Not perfect like Sat-Nav based dependencies, but it is reliable and mostly secure.

Some countries have organized militia systems (New Dixie) where everyone is armed, others are dependent on government's armed forces (usually the ones with decent general defense budget and in the green zone). Of course, there are certain areas around the world which prohibits weaponry for general safety. Other than that, who in their right mind would stop you from keeping a defense piece in a world full of monsters and androids?

Before anyone asks,Match wasn't manufactured to be anatomically accurate and hasn't installed any aftermarket parts to that effect.
